One of the many investigations surrounding the Camden County Courthouse has come to an end. Husch Blackwell investigators were contracted by the commission to perform an investigation into a “hostile work environment” involving the County Clerk, Rowland Todd, his staff, and former Second District Commissioner Cliff Luber. Among the numerous claims within the report, it says that Todd snuck into the Human Resources Office, taking records out of the office that Human Resources Manager Brianna Christensen needed to process retirement benefits for county employees. Todd then locked them inside a file cabinet within his office for two weeks before returning them. The report concluded that, while not criminal, the actions taken by Todd, his staff, and former Commissioner Luber were extremely unprofessional.
