One of Missouri’s largest consumers of electricity has filed an over-earnings complaint against Ameren Missouri. Noranda Aluminum filed the complaint with the Missouri Public Service Commission alleging that Ameren has for some time been exceeding the 9.8-percent rate of return on equity currently authorized by the Commission. The complaint asks the P.S.C. to order Ameren to reduce its customers rates.
