A retired Highway Patrol State Trooper says he will testify if called into court. Missouri-dot-net is reporting that Randy Henry if the state does indeed get sued in a case involving 20-year-old Brandon Ellingson of Iowa who drowned in May 2014 while in custody of the Highway Patrol Water Patrol on the Lake of the Ozarks, will indeed testify. Henry retired last month after facing an internal complaint which was withdrawn upon his retirement.
