The Missouri Public Service Commission’s cold weather rule, designed to help customers with heat related utility bills, begins Saturday. The rule applies to natural gas and electric utilities under P.S.C. jurisdiction and contains a number of protections designed to help consumers keep the heat on during winter. For example, it prohibits the disconnection of heat related service when temperatures are forecast to drop below 32 degrees and also prohibits the disconnection of registered elderly and disabled customers who meet certain income guidelines.
