Gov. Nixon’s considering the General Assembly’s proposed changes to laws written to prevent animal cruelty by pet breeders. Voters back in November approved the Puppy Mill Cruelty Prevention act. The author of Senate Bill 113 says the act, known as Proposition B when it appeared on ballots last November, is written so that it can impact more Missourians than dog breeders. State Sen. Mike Parson, says the law opens the door for heavy restrictions on all types of agriculture.
