Bond has been set for a Rocky Mount man accused of making terroristic threats at a Morgan County Library. That doesn’t mean he’ll be out of jail soon, though. A judge has set bond at $5,000 with 10% cash or surety allowed for Wilbur Marr. Marr is charged with second-degree terroristic threats after an incident that reportedly left library employees uncomfortable when he said the shooter in El Paso “did us all a favor.” Marr is expected to undergo a mental evaluation which, by law, has to happen within 10 days. He cannot post bond until that process is complete. If he does bond out, he’ll be forbidden from going to the library, the Versailles WalMart, and Versailles City Park.
